The Plan for the County focuses on the structures, resources and
activities to promote both
growth in Groups Units and new ways of delivering Scouting
throughout Berkshire by working to Ensure that each Colony, Pack, Troop, Unit and Cell is sustainable; Launch new Groups, Units and Cells in each District in Berkshire; Provide accessible Scouting across Berkshire with Groups, Units and Cells within convenient travelling distance of all areas; Explore new ways of delivering Scouting working in partnership with other organisations and agencies |

The Plan for the County focuses on the structures, resources and
activities to transform the
perception and awareness of Scouting in local communities across
Berkshire by working to Collaborate with Unitary Authorities and other Youth Agencies; Develop partnerships with local communities across Berkshire; Build a communication and presentation network to enable Berkshire Scouting to look outwards; Establish and maintain a high positive profile. |

The Plan for the County focuses on the structures, resources and
activities to value volunteer
adults in Scouting in Berkshire by working to Establish effective self and warrant review; Ensure that each volunteer adult has the opportunity to explore new challenges and new roles; Develop and maintain the resources and skill base necessary to support each volunteer adult in their particular role; Keep each volunteer adult up to date with developments in Scouting. |

activities to enhance the quality
of programme experienced by young
people in Berkshire by working to
Ensure a gender balance in all Groups, Units and Cells; Deliver the Balanced Programme with effective review in each Group, District and County Team; Provide access to transferable skill development for all young people especially in the Scout, Explorer Scout and Scout Network sections; Establish effective mechanisms to allow each young person to move on from section to section to ensure continued self-development |
